Thank you for the interesting question. I had to search for the answer because now days just about all washer try to use as little water as possible.
I did find one model that will fill with the lid open. You can view it at the following link: GE Washer fill with lid open .It will become more difficult to find a washer that will fill all the way up with water and energy requirements keep getting stricter.Join this conversation.
