The first thing to check is to see if the ground drive belt is turning the input pulley on the transaxle. The most common problem when a tractor won't move is a broken ground drive belt.
If the belt is ok, put the transaxle in neutral and pull the bypass lever. Try to push the tractor by hand. If the rear wheels slide, the brake on the transaxle is locked.Check the linkage between the shift lever and the transaxle.
