What can we do to fix our concrete roof that has the top 2 inches crumbling?

Our house is about 70 years old and was made to be a basement but nobody ever built on top of it. The top 2 inches of the concrete slab roof is crumbling. Some places more than others. We don't have a lot of extra money to spend on a contractor so we are looking for a do it yourself answer. Any help would be appreciated.

This is a not a do-it-yourself type of repair. You will need to have a contractor physically examine this roof and recommend remedies that will work. The roof will likely need to be resurfaced and sealed.
