What can I do to keep the aluminum bases for my wooden porch posts from holding small amounts of water?

I just replaced these posts and used the aluminum base that came with the post, but they hold about a 1/4 inch of water. Should I drill a hole in the edge of the base or fill with silicone?

Sealing the top of the base with silicone or caulk would likely help. You may want to do both. Seal the top and then drill two small drain holes on opposite sides of the base.
