how long after paving a driveway should it be sealed?

Usually a newly paved driveway doesn't need to be sealed for at least a year. Some people don't seal them at all, so the choice is really up to you. Over time the asphalt will boil off some of it's components which eventually make it degrade. Sealing can slow this action and prolong the life.
