How do I remove the rear tire from riding mower model 917.256545?

I have taken the C clip and washer off the outside of the rim, but it still does not come off. Is there something else I need to do? I have been told it must just be stuck, however I have done this on both sides and they don't budge.

You'll need to soak the axles down with some penetrating oil of some sort. I used Mystery Marvel Oil, but that's just my own brand to use. Anything should work. It may take several days (and applications) before the oil breaks the rust free so you can get the wheels off.

yes it is just stuck kick it real hard with you foot
