Any basic volt-meter that will read DC volts should suffice. Generally you should read 12volts (actually battery voltage) on the brake light lines when brake is depressed. On the parking like (tail light) lines you should read battery voltage when the lights are on. On the blinker lines you will read a very quick spike of voltage that is almost impossible for a digital meter to pick up, but you can see that the voltage is jumping to know you're getting voltage to those lines.

This is a great place to go for advice, especially if you're low on funds and you could resolve the problem before calling and paying a service call, if it's an easy fix. I'm glad you are there for me.
