What is causing the ammeter to go all the way over?
ammeter goes all the way to the right the tractor will not go in gear stalls out. seems like a low idle and no higher, new plug ,filter,gas,charged battery. is regulator bad? Model: 917.271031

The regulator could indeed be bad if the battery is charged and the needle on the meter is going all the way over. It would be best to have a technician come take a look at the machine. It sounds like you have a couple of different things going on and they may or may be related to one another.
