is there a way to put downplywood over existing wood deck

i have wooden porch off my kitchen that is 20 years old it is not rotted but it is weather worn could i put ply wood over it to make it smooth or even a 1inch layer of cement

I wouldn't use plywood - it will eventually start to separate between the various plies after it's exposed to moisture. And concrete will crack unless the floor structure is very very rigid. Have you considered replacing the existing deck boards instead? There are also a variety of composite decking materials now available that are very durable.
