What is causing my tiller to be stuck in neutral?

Generally, if the transmission is stuck in neutral, it's just stuck there. The transmission would need to be opened up and repaired or replaced. The one thing you can try is to heavily oil the shifter shaft (coming out of the trans) with penetrating oil and let it soak for a day or so. Then tap the shaft with a hammer to see if you can free up the shifting forks (inside the trans). Sometimes this works, others it does not. If you cannot get it to free up it's generally a pretty major ordeal and I'd recommend having the machine serviced by a professional.
