What do you do if the pull cord to start your power washer does not release fully when you pull it?

Seems like there is a brake that is preventing it from moving. Is there a saftey latch?

I assume you mean that it won't pull out all the way. If that's the case, remove the spark plug and see if it will pull all the way out as it should. If it does, pull it a few times and see if there is any oil or gas blowing out of the spark plug hole. If there is, make sure the level is correct and not over-filled. Put the spark plug back in and see if you can now pull it as it should. Hydro-lock is basically when the head (above the piston) gets fluid (oil, gas, water) and causes extreme compression. It can (and usually is) caused by either too much oil being in the machine or if the float in the carburetor sticks letting fuel fill the engine. If you have gas in the oil, the float is stuck on the carb and will need attention.
