how to stain over paint? I have a deck and the rails are painted how do I stain over green paint

The deck looks like the rails are painted green but the floor is brown stain how do I stain the green rails over paint or I think is paint? I don't want the green anymore and would like the "wood" look again.

Stain is a penetrating finish - if the rails are painted then the stain won't be able to penetrate the wood. Stain needs to be applied to new unfinished, or sanded wood. You can sand and use paint remover to provide a stainable railing, however this will be a time consuming labor intensive project. You may want to pain the railings brown, instead of staining.
