Making french cleat hanger system for garage. Is 3/4" ply ok ? What size tapcon for block wall/ply?

Block wall in garage. I'd like flexibility of a french cleat system so I can add/move cabinets. pegboard, etc. Space is 11' high, 9' long

3/4" plywood is a good size for making a French cleat hanger. With the block wall, ensure you put the fasteners through the center of the blocks (there's usually two cavities in each block, so putting it in the middle will give you solid masonry all the way through your hole. I'd like to have at least double the amount of fastener into the masonry than the thickness of the plywood - so that's 2-1/4" long.
