The white is actually some salts. This is caused by moisture moving through the brick. There are salts in the masonry that are dissolved by the moisture. When the moisture evaporates off of the surface of the brick, the salts are left behind. This forms a white, powdery substance known as efflorescence. This is normal and won't cause any problem, except for visual appearance. The white powder can be brushed off, however, to eliminate it you need to minimize moisture moving up through the brick. If the brick is sitting on a good layer of draining material, such as sand, this should help. If the brick is directly on soil, then the moisture will continually move up through the soil and into the brick.

This is a great place to go for advice, especially if you're low on funds and you could resolve the problem before calling and paying a service call, if it's an easy fix. I'm glad you are there for me.
