Should my pool valves be below ground level?

My pool service installed new valves and put them below ground level so now they are being covered by dirt and rocks. Should I have them replaced to above ground level like they were or what?

Unfortunately pool piping is beyond the scope of our Expert program. Consider contacting the installers and ask if there is a technical reason the valves need to be below grade, and if any debris getting on top of them will cause any problems or damage.
