Is there a type of paint that's best for a birdfeeder (least toxic for the birds)?

When new, the eating area was painted white and the roof and outer parts appear to have an opaque decks stain. Best guess would be all cedar construction.

After speaking with several veterinarians and other bird experts, we were advised that birds are extremely sensitive to low levels of materials for a very long time. It may be necessary to personally speak to your local veterinarian in regards to bird safety and exposure to paints and stains.

This is a great place to go for advice, especially if you're low on funds and you could resolve the problem before calling and paying a service call, if it's an easy fix. I'm glad you are there for me.
