Sometimes there is no shutoff valve. This is an installation issue in most cases.

The implications of shutoff valve problems are an inability to shut off all the water quickly in the event of an emergency, such as a flood. If the shut off valve is missing, we recommend improvements.

Trace the water supply piping back to its point of entry into the house, looking for a single main shutoff valve. The valve is usually upstream of the meter and upstream of a pressure regulator. If you can't find a shutoff inside the house, and you are in a warm enough climate that the water supply line is above grade outdoors in some cases, check outside for the valve.
