The location of the shutoff valve sometimes makes it prone to mechanical damage. This is an original installation issue.

If the valve is damaged, there may either be leakage or the valve may become inoperable.

Watch for valves that are susceptible to mechanical damage. On outdoor, above- grade valves, think about lawnmowers and other landscaping equipment, for example, that may damage the valves.
