Is my outdoor faucet drained?

When I drained the outside taps, I did the following:A) turned off the inside valve,B) turned on the outside tap,C) removed completely the little valve at the inside valve.When I did this no water "dribbled" out of the outside tap. Should a little water have run out to clear the line?

Yes. Water should have "dribbled" out of the outside tap, if the pipe is sloped properly to the outside. Removing the inside drain cap allows air into the pipe to let the water drain freely.



Alternatively, with the inside drain cap removed, you can blow air into the outside tap. The water should dribble out through the inside drain cap. If you hang a bucket from the inside valve, you should capture this water.
