What do I do about my outdoor faucet?

My outdoor water faucet was drained and turned off, as well as the inside tap was turned off, in the fall. Now a pile of water has collected outside under the drain, and of course frozen ( and I mean a pile). I retightened the taps and now the inside shut off tap is dripping water. If I replace the tap itself should that be it? Have no idea what to do or even who to call?

Your comment about water collecting outside under the drain has me a bit confused, but I suspect you meant that water was collecting outside under the outdoor faucet. Therefore, if I understand correctly, with the indoor shutoff valve closed, and the indoor drain cap removed, or loose, and the outdoor faucet open, you have convinced yourself that the indoor shutoff valve is not working properly -- water is getting past it.



You need a plumber. He will likely shut off all the water in your house and replace the inside shutoff valve. Alternatively, he could replace all of what's there with a frostproof valve. This would be more convenient in the future, but it is a more expensive solution.
