What happens if the outdoor combustion air intake is not weathertight?

The intake should be sealed to prevent moisture leakage into the building and air leakage out of the building.

Poor installation or maintenance is the cause of this problem. Water and air leakage are the implications.

When outside the building, check that the duct is well sealed where it passes through the wall.

This is a great place to go for advice, especially if you're low on funds and you could resolve the problem before calling and paying a service call, if it's an easy fix. I'm glad you are there for me.
