You should be able to open or close the damper at or near the firebox.

Where the damper is inoperative, it may be an adjustment problem, or the damper mechanism may be damaged, rusted or obstructed with foreign material.

One implication is considerable heat loss when the fireplace is idle, if the damper is stuck open. If the damper is stuck closed, there will be no outside combustion air.

Operate the damper to ensure that it opens and closes. You may not be able to do this if the fireplace is in use.
