My garage door opener on the wall has a green blinking light. The door will not open fully but only half way. The hand help opener will not open the door and the batteries are not an issue.
The green blinking light on your wall control normally indicates that you have a lock feature which is turned on. The lock feature would limit operation of the door to the wall control only but you mentioned the door would not move even if you tried to help by hand which indicates that you may have a separate issue going on as well. The Lock Feature should not limit how far the door actually opens once the door starts to move.
Since the door will not move even when you are physically helping it sounds like a binding problem with the door mechanism itself or possibly a problem with the door springs. A failed door spring could be putting too much load onto the assembly or something else might be jammed.
