I assume from your question, that the water is entering the garage through the walls of the garage. While weeping tile may solve the problem, the weeping tile must terminate somewhere. In the spring, the ground is still frozen. Any water runoff, runs it whichever direction the slope of the land takes it. If the land slopes towards the garage, the water will run towards the garage. Therefore, over the summer I wouldregrade in the area to slope away from the garage walls. If sidewalks are involved, I would consciously pile snow where it is not going to create a situation where water can't drain easily.
