Aren't both insulation and drywall required?

I have a garage attached to my town house and the inside wall, that is attached to the home, ismostly bare concrete block and about 4 feet of it is just chipboard and 2x4s, with no insulation or drywall anywhere. Is it not required to have both insulation and drywall asper thecode?

Yes, the wall separating an unheated garage from living space must be insulated and gas proof (taped drywall) to prevent fumes from entering the home.
