I have a sunken deck. Underneath the deck there is a black pipe that leads through the basement wall into the crawl space and then into the sewer. Whenever it rains, water pours in from around, and somewhere above, the pipe into the basement (crawlspace) causing it to flood. How can I fix this problem?
You can attempt to solve the problem by sealing the wall where the pipe penetrates it. The approach taken depends on the type of foundation wall you have. (Unfortunately your "Home Profile" is incomplete so we can't give you specifics.) Even after sealing the wall, you will still face challenges. Houses are not boats, and sealing the leak equates to repairing the hull. The best approach, by far, is to have good grading around your house. The land must slope away from the building so that the surface water runs away from the house. If the soil immediately adjacent to the house is not saturated, there will be no water to penetrate even a leaky basement. Having said all that, you have a sunken deck, which I assume means that the grading below the deck is less than ideal. As long as water can accumulate in the area below the deck, you will have wet basement/crawlspace problems.
