I would like to add 220V service to my garage, with a sub-panel in the garage. Currently, all I have is 110V service off a 20A breaker in the main panel, but I replaced the panel last year and installed a 40A 220V breaker to allow the expansion, so now I need a recommendation on how to wire that into the garage and the best arrangement for a panel in the garage. What sort of codes and permits are needed, etc.

We would suggest that you check with local authorities, but in all likelihood, you are allowed to do the electrical work yourself, as long as it is inspected and approved by local authorities. Contact the Buildings Inspections Department in Calgary. The existing 110 volt, 20 amp feed into the garage likely uses 12/2 copper wire. The 40A 220V feed will require larger wire ( 8/3 copper wire). The feed into the garage can be overhead or underground. This wire will be connected to the 40 A breaker in your panel, and feed a subpanel in the garage, rated ata minimum of40 A. This subpanel will likely contain a number of circuits, depending upon your needs. The circuits from the subpanel can be 110V or 220V.
